As above, Alyosha mainly needs to meet his ER requirements, with CRIT Rate only required if using Favonius Lance and offensive stats beyond this barely worth chasing. ATK% helps his sustain if you want to lean on it.

His Skill levels affect his buff and so should be levelled. As he deals little damage, Burst levels are not needed, though you can raise them if you want the extra damage.
Alyosha follows a long line of Genshin supports who use their Skill followed by their Burst before swapping out. At C2, he can also opt to use his Burst followed by his Skill to funnel his particles to a teammate.
Because his buffs last 15 seconds each time a mark is activated, at C2+, Alyosha can afford to use his Burst every other rotation in teams with shorter rotations that might not fit his 18 second Burst cooldown requirement since he can have full buff uptime for up to 33 seconds from the initial Burst cast.

Run Noblesse Oblige on Alyosha, with Heart of the Furnace behind it. Main stats are ATK% / Energy Recharge sands, ATK% / Electro DMG goblet, CRIT Rate circlet. Roll substats in the order ER >>> CRIT Rate > CRIT DMG > ATK% > EM.
Talent priority is Skill >> Burst. The Elemental Burst costs 70 energy, which is what an Energy Recharge target has to clear.

Engulfing Lightning is the closest fit on the data: it is a 5-star polearm with Energy Recharge as its ascension stat, and its passive acts on ATK. Wavebreaker's Fin is the best 4-star alternative.
