Light of Foliar Incision is the closest fit on the game's own numbers: Keqing's kit multiplies ATK, and a weapon is ranked here on whether its ascension stat and its passive act on that stat. Absolution, Calamity of Eshu and Mistsplitter Reforged come next. No playtested ranking has been imported for Keqing, so this is arithmetic over the kit data rather than a damage measurement.
Run Thundering Fury on Keqing, with A Day Carved From Rising Winds and Disenchantment in Deep Shadow behind it. Main stats are ATK% sands, Electro DMG Bonus goblet, CRIT Rate / CRIT DMG circlet. Roll substats in the order CRIT Rate > CRIT DMG > ATK% > Energy Recharge.
Talent priority is Normal Attack > Elemental Skill > Elemental Burst. The Elemental Burst costs 40 energy, which is what an Energy Recharge target has to clear.
The strongest team is Keqing, Fischl, Xilonen and Nahida, built around Keqing: Electro · Aggravate.
Keqing's abilities multiply ATK. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
Light of Foliar Incision is the closest fit on the data: it is a 5-star sword with CRIT DMG as its ascension stat, and its passive acts on ATK. Calamity of Eshu is the best 4-star alternative.
Thundering Fury. Its 2-piece bonus is: Electro DMG Bonus +15% Its 4-piece bonus is: Increases the DMG caused by Overloaded, Electro-Charged, Superconduct, and Hyperbloom by 40%, the DMG Bonus conferred by Aggravate by 20%, and the DMG caused by Lunar-Charged and Stellar-Conduct by 20%. When Quicken or the aforementioned Elemental Reactions are triggered, Elemental Skill CD is decreased by 1s. Can only occur once every 0.8s.
