Amos' Bow is the closest fit on the game's own numbers: Fischl's kit multiplies ATK, and a weapon is ranked here on whether its ascension stat and its passive act on that stat. Elegy for the End, Alley Hunter and Skyward Harp come next. No playtested ranking has been imported for Fischl, so this is arithmetic over the kit data rather than a damage measurement.
Run Thundering Fury on Fischl, with Celestial Gift and Silken Moon's Serenade behind it. Main stats are ATK% sands, ATK% goblet, ATK% circlet. Roll substats in the order Energy Recharge > ATK% > CRIT Rate > CRIT DMG.
Talent priority is Elemental Burst > Elemental Skill > Normal Attack. The Elemental Burst costs 60 energy, which is what an Energy Recharge target has to clear.
The strongest team is Clorinde, Fischl, Mavuika and Chevreuse, built around Fischl: Electro · Superconduct.
Fischl's abilities multiply ATK. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
Amos' Bow is the closest fit on the data: it is a 5-star bow with ATK as its ascension stat, and its passive acts on ATK. Alley Hunter is the best 4-star alternative.
Thundering Fury. Its 2-piece bonus is: Electro DMG Bonus +15% Its 4-piece bonus is: Increases the DMG caused by Overloaded, Electro-Charged, Superconduct, and Hyperbloom by 40%, the DMG Bonus conferred by Aggravate by 20%, and the DMG caused by Lunar-Charged and Stellar-Conduct by 20%. When Quicken or the aforementioned Elemental Reactions are triggered, Elemental Skill CD is decreased by 1s. Can only occur once every 0.8s.
