Meeting Citlali’s Energy Recharge requirements almost exclusively takes priority over all other stats. Elemental Mastery is a secondary consideration thanks to scaling her damage, shields, and C1. CRIT is optimal if only focused on her damage, and is also important if using Favonius Codex.

Citlali’s talents can largely be ignored from a damage perspective. Levelling her Skill helps the shielding, however, and her Burst can do some mediocre but non-negligible damage on some teams.
Using her Skill and Burst activates Citlali’s entire kit, allowing her to provide off-field Cryo application for the team.
In teams where off-field Cryo is not necessary, casting her Skill is sufficient to access her first Ascension passive’s RES Shred, Shields, and ability to activate Scroll of the Hero of Cinder City.

Run Scroll of the Hero of Cinder City on Citlali, with Instructor and Noblesse Oblige behind it. Main stats are Energy Recharge / Elemental Mastery sands, Elemental Mastery / Anything goblet, Elemental Mastery / CRIT Rate / Anything circlet. Roll substats in the order ER > EM.
Talent priority is Skill > Burst. The Elemental Burst costs 60 energy, which is what an Energy Recharge target has to clear.

Citlali's abilities multiply Elemental Mastery. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
A Thousand Floating Dreams is the closest fit on the data: it is a 5-star catalyst with Elemental Mastery as its ascension stat, and its passive acts on Elemental Mastery. Etherlight Spindlelute is the best 4-star alternative.
