Cyno first wants to achieve his desired Energy Recharge, and then follows a standard CRIT DPS build path that can utilize some Elemental Mastery, but note that if holding his Signature Polearm, Elemental Mastery takes priority over ATK%.

Run Disenchantment in Deep Shadow on Cyno, with Gilded Dreams and 2PC Combinations behind it. Main stats are ATK% > Elemental Mastery sands, ATK% > Elemental Mastery goblet, CRIT Rate / CRIT DMG circlet. Roll substats in the order ER > CRIT Rate = CRIT DMG > ATK% > EM.
Talent priority is Burst > Skill. The Elemental Burst costs 80 energy, which is what an Energy Recharge target has to clear.

Cyno's abilities multiply Elemental Mastery. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
Staff of the Scarlet Sands is the closest fit on the data: it is a 5-star polearm with CRIT Rate as its ascension stat, and its passive acts on Elemental Mastery. Ballad of the Fjords is the best 4-star alternative.
Thundering Fury.
