Diona’s stats are not too consequential as long as her ER Requirements are met, with further HP only improving her sustain. CRIT Rate should be considered if using Favonius Warbow.

Her talent Levels only scale her sustain, and so the investment level on them is fairly low priority.
Diona tends to use her Hold Skill followed by her Burst to supply the team with sustain, her C6 buffs, and off-field Cryo application. Her Hold Skill can also be used after Burst to battery the next character in the rotation. If she is not C6, her Burst can be skipped entirely unless the healing is needed.

Run Noblesse Oblige on Diona, with Tenacity of the Millelith and Heart of the Furnace behind it. Main stats are Energy Recharge > HP% sands, HP% goblet, HP% / CRIT Rate circlet. Roll substats in the order ER > HP% = CRIT Rate.
Talent priority is Skill = Burst. The Elemental Burst costs 80 energy, which is what an Energy Recharge target has to clear.
Aim for 175% to 290% Energy Recharge, depending on the team and the weapon, per prydwen.gg's calcs.
The strongest team is Hu Tao, Xingqiu, Rosaria and Diona, built around Diona: Cryo · Melt.
Normal Attack Performs up to 5 consecutive shots with a bow.
