Angelos' Heptades is the closest fit on the game's own numbers: Lisa's kit multiplies ATK, and a weapon is ranked here on whether its ascension stat and its passive act on that stat. Crane's Echoing Call, Oathsworn Eye and Skyward Atlas come next. No playtested ranking has been imported for Lisa, so this is arithmetic over the kit data rather than a damage measurement.
Run Thundering Fury on Lisa, with Celestial Gift and Silken Moon's Serenade behind it. Main stats are ATK% sands, ATK% goblet, ATK% circlet. Roll substats in the order Energy Recharge > ATK% > CRIT Rate > CRIT DMG.
Talent priority is Elemental Burst > Elemental Skill > Normal Attack. The Elemental Burst costs 80 energy, which is what an Energy Recharge target has to clear.
The strongest team is Raiden Shogun, Kujou Sara, Lisa and Bennett, built around Lisa: Electro · Overload.
Normal Attack Performs up to 4 lightning attacks that deal Electro DMG.
Charged Attack Consumes a certain amount of Stamina to deal AoE Electro DMG after a short casting time.
Plunging Attack Gathering the might of Electro, Lisa plunges towards the ground from mid-air, damaging all opponents in her path. Deals AoE Electro DMG upon impact with the ground.

Lisa is a 4-star Electro character from Mondstadt who uses a catalyst, released in version 1.0.
Lisa's abilities multiply ATK. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
Angelos' Heptades is the closest fit on the data: it is a 5-star catalyst with ATK as its ascension stat, and its passive acts on ATK. Oathsworn Eye is the best 4-star alternative.
Thundering Fury. Its 2-piece bonus is: Electro DMG Bonus +15% Its 4-piece bonus is: Increases the DMG caused by Overloaded, Electro-Charged, Superconduct, and Hyperbloom by 40%, the DMG Bonus conferred by Aggravate by 20%, and the DMG caused by Lunar-Charged and Stellar-Conduct by 20%.
