Burst
Max first
Mona’s buffing can only scale further with investment into her Elemental Burst, which increases the DMG bonus and duration of the Omen effect. Her Normal Attack talent can be considered at C6 if playing Mona as a DPS. Her Skill is entirely unnecessary to level for Mona’s functionality.
If there is time and it would not interfere with planned reaction setups, cast Mona Skill earlier into the rotation so she can catch her particles later.
After setting up long duration buffs, cast Mona’s Burst followed by 2-4 Normal Attacks (at C2+, 2 is typically sufficient) while the Omen debuff is active.

Run Celestial Gift on Mona, with Noblesse Oblige behind it. Main stats are Energy Recharge sands, Anything goblet, CRIT Rate / Anything circlet. Roll substats in the order ER.
Talent priority is Burst. The Elemental Burst costs 60 energy, which is what an Energy Recharge target has to clear.
Aim for -30% to 280% Energy Recharge, depending on the team and the weapon, per prydwen.gg's calcs. The standard rotation (EQN2 Combo) is EQN2.

After she has used Illusory Torrent for 2s, if there are any opponents nearby, Mona will automatically create a Phantom. A Phantom created in this manner lasts for 2s, and its explosion DMG is equal to 50% of Mirror Reflection of Doom.
Increases Mona's Hydro DMG Bonus by a degree equivalent to 20% of her Energy Recharge rate.
When Mona crafts Weapon Ascension Materials, she has a 25% chance to refund a portion of the crafting materials used.

Each stack consumed increases the damage of that Vaporize reaction by 5%. Additionally, when Mona's Normal Attacks or Charged Attacks hit an opponent, the enemy's Omen duration is extended by 2s. This effect can trigger at most once every 0.5s, and can extend the Omen by up to 8s through this method.

Mona's abilities multiply ATK. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
Angelos' Heptades is the closest fit on the data: it is a 5-star catalyst with ATK as its ascension stat, and its passive acts on ATK. Oathsworn Eye is the best 4-star alternative.
