As a Lunar-Reaction DPS with Elemental Mastery scaling multipliers, Elemental Mastery and CRIT are the only stats Nefer cares about. Nefer also does not need to build any Energy Recharge.

Nefer’s levels are unimportant, as no part of her Lunar-Bloom damage scales with it. Nefer can be left at level 80/90 since most of her damage ignores enemy DEF and Levelling does not provide her scaling stat.
Use teammates' abilities to apply buffs and establish consistent Hydro application to trigger Lunar-Bloom.

Run Night of the Sky's Unveiling on Nefer, with Gilded Dreams and 2PC EM Combinations behind it. Main stats are Elemental Mastery sands, Elemental Mastery goblet, CRIT Rate / CRIT DMG > Elemental Mastery circlet. Roll substats in the order CRIT Rate = CRIT DMG > EM.
Talent priority is Skill >> Burst. The Elemental Burst costs 60 energy, which is what an Energy Recharge target has to clear.
