Lauma’s Quills scale the most with talent Levels, so Burst should be prioritized over Skill, though both should eventually be levelled, while Normals can be safely ignored. Lauma’s own level can matter on some Nilou Bloom teams.
Lauma is a very simple character: you use her Elemental Skill, then use her Elemental Burst.
Her tap Skill is preferred when run with Nefer and without Columbina so as to leave sufficient Verdant Dew for Nefer. Outside of this, Hold Skill is preferred: Columbina both provides additional Verdant Dew through her passive and consumes Lauma’s quills when dealing damage, while teams where Lauma is the sole Lunar-Bloom unit tend to burn through her quills because of the constant reactions while also having no other use for Verdant Dew.

Run Silken Moon's Serenade on Lauma, with Deepwood Memories and 2 EM + 2 ER behind it. Main stats are Elemental Mastery / Energy Recharge sands, Elemental Mastery goblet, Elemental Mastery circlet. Roll substats in the order ER > EM.
Talent priority is Burst > Skill >>> Normal Attack. The Elemental Burst costs 60 energy, which is what an Energy Recharge target has to clear.
Aim for 160% to 250% Energy Recharge, depending on the team and the weapon, per prydwen.gg's calcs.
