Columbina as an off-field Sub-DPS simply requires her to use her Skill. Her Burst is used if available, but typically isn’t required every rotation. An exception to this are on Lunar-Bloom teams, which often prefer it.
Columbina is similarly simple to use as a Main DPS, as she can simply hold down her Attack button to repeatedly use her special Charged Attack so long as the team has Verdant Dew. For those looking to maximize her, however, they can be cancelled with any of her dash, Skill, or Burst as soon as the Verdant Dew is consumed for a minor damage increase. Beyond this, just cycle through teammates as needed to reapply buffs as needed, or to buy time for Verdant Dew generation.

Run Silken Moon's Serenade on Columbina, with Aubade of Morningstar and Moon and Deepwood Memories behind it. Main stats are Energy Recharge = HP% sands, HP% goblet, CRIT Rate / CRIT DMG > HP% circlet. Roll substats in the order ER > HP% > CRIT Rate = CRIT DMG.
Talent priority is Skill = Burst > character level. The Elemental Burst costs 60 energy, which is what an Energy Recharge target has to clear.
Aim for -50% to -10% Energy Recharge, depending on the team and the weapon, per prydwen.gg's calcs.
The strongest team is Nefer, Lauma, Yaoyao and Columbina, built around Columbina: Hydro · Lunar Bloom.
Columbina's abilities multiply HP. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
Nocturne's Curtain Call is the closest fit on the data: it is a 5-star catalyst with CRIT DMG as its ascension stat, and its passive acts on HP. Ring of Yaxche is the best 4-star alternative.
