Zhongli’s stat priorities are exceptionally simple. He almost exclusively wants to build HP to maximize his Jade Shield. CRIT Rate only has value when using Favonius Lance.

Max first
Base HP scaling on Character level makes it a solid investment alongside Zhongli’s Skill which directly increases the Shield’s base absorption and additional HP based absorption.
Because of his Jade Shield’s long duration, Zhongli can be typically played at the very start of the team’s rotation. However, this placement changes if he is equipped with a 4-piece Instructor set. Because of the set’s short 8 second buff, he must instead be used directly before the main DPS.

Talent priority is Level = Skill. The Elemental Burst costs 40 energy, which is what an Energy Recharge target has to clear.

This effect does not cause DMG.
Stone Stele When created, deals AoE Geo DMG. Additionally, it will intermittently resonate with other nearby Geo constructs, dealing Geo DMG to nearby opponents. The Stone Stele is considered a Geo construct that can both be climbed and used to block attacks. Only one Stele created by Zhongli himself may initially exist at any one time.
Jade Shield Possesses 150% DMG Absorption against all Elemental and Physical DMG. Characters protected by the Jade Shield will decrease the Elemental RES and Physical RES of opponents in a small AoE by 20%. This effect cannot be stacked.
A true master of stone may carve jade and shape gold.

Zhongli's abilities multiply HP. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
Crimson Moon's Semblance is the closest fit on the data: it is a 5-star polearm with CRIT Rate as its ascension stat, and its passive acts on HP. Blackcliff Pole is the best 4-star alternative.
