Flins should aim to build at least 2000 ATK to maximize his A1 and Moonsign passives, but it still scales well after this requirement is met. Some Energy Recharge may be required. Energy Recharge values used for certain Teams will be indicated in the Teams & Synergies section. A part of Elemental Mastery’s value is in helping improve his reaction Lunar-Charged damage. Since it does not significantly change with further investment into Flins, Elemental Mastery’s value can consequently drop further.
How much Energy Recharge Flins needs to cast the Burst every rotation, by team and by weapon. Where a target is out of reach, the advice beside it says what to do instead.

Almost all of Flins’ damage comes from the direct Lunar-Charged damage from Flins’ Burst, which should thus be the highest investment priority. Levelling him to 90 is subsequently worthwhile for the Base ATK and improvement to his Lunar-Charged reaction damage, with levels to his Skill and Normal Attack being negligible for his overall performance.
As seen above, even though permissible, delaying his special Skill and Burst casts is generally kept to a minimum. This is especially important if using short duration buffs, such as Viridescent Venerer or Thrilling Tales of Dragon Slayers with their 10s uptime. Also, it can also be beneficial for Flins to cut his field time short after his second Special Burst cast to perform faster rotations. This can be done immediately, or after generating an additional Electro particle with his Normal Attacks. Note that Flins’ rotations generally cannot go below 17s because of his Skill’s cooldown.
In combat situations where Flins receives an abundant amount of Energy (such as from enemy kills) Flins can opt to use his standard 80-cost Burst. This is typically done either at the start or end of his field time, though if used at the start it is important that Flins is still able to generate sufficient Energy for his special Bursts.
