Genshin Impact 4★ Anemo Catalyst Healer
A Thousand Floating Dreams is the closest fit on the game's own numbers: Ifa's kit multiplies Elemental Mastery, and a weapon is ranked here on whether its ascension stat and its passive act on that stat. Nightweaver's Looking Glass, Etherlight Spindlelute and Starcaller's Watch come next. No playtested ranking has been imported for Ifa, so this is arithmetic over the kit data rather than a damage measurement.
Run Desert Pavilion Chronicle on Ifa, with Viridescent Venerer and Song of Days Past behind it. Main stats are Elemental Mastery sands, Elemental Mastery goblet, Healing Bonus circlet. Roll substats in the order Energy Recharge > Elemental Mastery > CRIT Rate > CRIT DMG.
Talent priority is Elemental Burst > Elemental Skill > Normal Attack. The Elemental Burst costs 60 energy, which is what an Energy Recharge target has to clear.
The strongest team is Ifa, Ororon, Xingqiu and Sucrose, built around Ifa: Anemo · Electro-Charged.
Normal Attack Performs up to 3 attacks, dealing Anemo DMG.
Charged Attack Consumes a certain amount of Stamina and fires off a shot, dealing AoE Anemo DMG.
Plunging Attack Plunges towards the ground from mid-air, damaging all opponents along the path. Deals AoE Anemo DMG upon impact with the ground.

It's time for the real bash bros to step up! Ifa calls Cacucu in as backup. After using this skill, Ifa gains 80 Nightsoul points and enters the Nightsoul's Blessing state. In the Nightsoul's Blessing state, Ifa will hover with Cacucu's help. When he uses Normal Attacks in this state, he will use different kinds of Supporting Fire depending on whether you Tap or Hold, firing Tonicshots that are capable of healing all party members.
Additionally, Holding the Elemental Skill Airborne Disease Prevention while Ifa is in Nightsoul's Blessing will cause him to use a Nightsoul-aligned Plunging Attack. Letting go of the skill button will interrupt this Plunging Attack to maintain his hover. If Ifa lands due to this Plunging Attack, his Nightsoul's Blessing state will end.

Fires a Therapeutic Sedative at a (temporarily aggressive) opponent. The sedative will explode on impact, creating a restraining wind current that pulls nearby objects and opponents in while dealing Nightsoul-aligned AoE Anemo DMG. When the Therapeutic Sedative hits an opponent affected by Hydro/Pyro/Cryo/Electro, it will apply a Sedation Mark to them.

When Ifa is in the Nightsoul's Blessing state, every 1 Nightsoul point out of the current total in his entire party will grant him 1 Rescue Essentials point. Rescue Essentials will increase the Swirl, Stellar Swirl, Electro-Charged, and Lunar-Charged reaction DMG dealt by nearby party members.
When nearby party members trigger Nightsoul Bursts, Ifa's Elemental Mastery increases by 80 for 10s.
After his Nightsoul points are exhausted, Ifa will switch to consuming Phlogiston to maintain his Nightsoul's Blessing. While in an area with Phlogiston Mechanics within Natlan, he can use Nightsoul Transmission: Ifa. When the active character is a certain height in the air, the following will occur when switching to Ifa: Ifa will enter the Nightsoul's Blessing state and gain 32 Nightsoul points. Nightsoul Transmission can be triggered once every 10s by your own team.
While in an area with Phlogiston Mechanics within Natlan, when the current active party member or indwelt saurian has less than 40% HP, Ifa will consume 10 Phlogiston and restore 40% of their HP. This effect can trigger once every 10s, and does not take effect in Domains, Trounce Domains, or the Spiral Abyss.

C2When Ifa is in the Nightsoul's Blessing state, every Nightsoul point the party has above a total of 60 will grant Ifa 4 additional Rescue Essentials points. Additionally, Ifa's Rescue Essentials limit is increased by 50. You must first unlock the Ascension Talent Field Medic's Vision.

This DMG is considered Normal Attack DMG. Additionally, when he is not in combat, Ifa will consume 20% less Nightsoul points and Phlogiston in his Nightsoul's Blessing state.
Ifa's outfit. You've never seen Ifa change his hat, but he has done so many times — just, you know, to an identical-looking one on each occasion. "Don't forget to tie a string on a hat you're fixin' to wear, bro. Never know when the wind might nick it — or a pesky saurian, for that matter." So Ifa says with a sigh of exasperation each time the subject is broached.

Ifa is a 4-star Anemo character from Natlan who uses a catalyst, released in version 5.6.
Ifa's abilities multiply Elemental Mastery. That is read from the scaling rows on the Elemental Skill and Burst, not from the ability description, so it reflects what the game actually multiplies rather than what the text mentions.
A Thousand Floating Dreams is the closest fit on the data: it is a 5-star catalyst with Elemental Mastery as its ascension stat, and its passive acts on Elemental Mastery. Etherlight Spindlelute is the best 4-star alternative.
Desert Pavilion Chronicle. Its 2-piece bonus is: Anemo DMG Bonus +15% Its 4-piece bonus is: When Charged Attacks hit opponents, the equipping character's Normal Attack SPD will increase by 10% while Normal, Charged, and Plunging Attack DMG will increase by 40% for 15s.
Taking one talent from level 1 to 10 costs 1,652,500 Mora and 38× Philosophies of Conflict among other materials. The Materials tab lists every item per level.
